the Government drawing attention to my qualifications
as an Engineer and my desire for experience outside the
Waterworks Office, in the hope that I might qualify for
promotion at some future period to a post higher than
that of an Executive Engineer.
(0) In reply I received the letter marked "B": paragraph
2 of which appears to point to the fact that I shall never
be moved from the Waterworks Office and cannot become an
Executive Engineer until my senior in that office is
promoted or moved to another office, and that I cannot
hope to become more than a 1st Grade Executive Engineer.
In other words I am, for the convenience of the Government,
being specialized for the Waterworks Office. To make
sure of this I addressed the letter "0" to the Government
and received a non-committal reply marked "D".
I respectfully submit that it would be more difficult
for Mr Goldsmith to take over the Waterworks Office than it
would be for me to take over the Maintenance of Roads and
Bridges Office; and it would appear to be for this reason
that Mr Goldsmith has been selected to fill the vacancy. The
fact that by this arrangement I should loss three years
seniority appears tohave been lost sight of.

I beg that you will give this matter your earnest
consideration. Should you uphold the recommendation of His
Excellency the Governor that Mr Goldsmith be promoted over
me, I beg that I may not be deprived of my seniority in the
Department. I would respectfully suggest that this could be
done, either by granting me a personal allowance in view of the
special cirgumstances, or promoting me to be an unpaid Exeou-
tive Engineer, with the understanding, in either case, that
on my being promoted to that rank I should take precedence of
Mr Goldsmith.
